Downtown Cultural Centre, Tartu Estonia

The harmonious integration of the “Tartu Downtown Cultural Center” into its natural, technical and conceptual environment is the main objective of the architectural proposal. The main design axes are the restoration of the historical continuity of the intervention area, the enhancement of urban flows and free public spaces as well as the promotion of natural greenery.

Aiming at an open space with a warm and welcoming atmosphere, the circular lines were chosen as the main design gestures of landscape architecture. In particular, inspired by both the circular form of the medieval wall bastions and the dominant natural landscape of the surrounding area, the circle was used as a compositional tool of the shell. Circular lines frame the circular volumes at ground level, allowing direct access to the park.

The majority of the building volume is chosen to be placed underground, preserving most of the central park at the ground level which acts as a natural continuation of the urban fabric. The building volume is reduced and the resulting structures are attributed as public open spaces to the entire city community and its visitors. The underground volume of the building is developed on two levels and accommodates the functional needs of the library, museum, event center and other ancillary uses, while the above-ground levels are designed as flexible spaces that can accommodate various cultural and artistic activities. The building is envisioned as an open and inviting space that harmoniously blends with the surrounding urban and natural environment.

Structures such as exterior ramps and interior staircases sometimes directly and sometimes indirectly connect the underground uses to the street level. Strategically designed patios highlight the entrances to the cultural center and bring light to the two underground levels. They allow their functional and conceptual connection to the park, thus forming a porous multi-level open-air public space.

The architectural proposal is complemented by other smaller-scale circular pavilions, which are placed at the city level. Thus, the requirement for independent entrance is met. Depending on their functional needs they are developed at different heights. These pavilions are the main entrance, the Arthouse Cinema, the Eateries, the Workrooms and other rental spaces. The above-ground structures are designed to a minimum, leaving the outdoor space of the park to “breathe”.
